Qualitative endline study of broadening options for reconciliation, development and empowerment among Somalis ii program (BORDERS II) for PACT Inc. and SSF in lower Juba and Gedo regions in September- November 2015

Pact’s Broadening Options for Reconciliation, Development and Empowerment among Somalis II Program (BORDERS II) was a 36-month Somalia Stability Fund (SSF)-funded project in two regions and 10 districts in South Central Somalia. BORDERS II took place between December 1, 2012 and November 30, 2015 and is a continuation of Pact’s BORDERS I program which took place from September 1, 2011 to August 31, 2012. The BORDERS I & II programme supported community based organizations to implement strategic projects that contribute to social reconciliation between conflict-affected communities.

During the evaluation, seven main study populations were identified and included in the baseline and endline studies: district officials, civil society, and elders/Council of Elders, religious leaders, women, youth and District Peace Committees (DPCs). Separate focus groups were held with each group in each programme locations at baseline. Researchcare team conducted 12 FGDs of 11-15 members; 3 FGDs in Elwak, 3 in Luuq, 3 in BeletHawa and 3 in Dolow districts. Similarly, the team conducted 9 FGDs of 10-15 participants; 3 Kolbio, 3 Dhobley and 3 Raskamboni areas.

Between 2013 to 2015 a number of key peacebuilding approaches were employed through the BORDERS II programme including: trainings for peace actors on conflict prevention mediation and response (CPMR), training for government officials on good governance and leadership principles, trauma healing sessions in conflict-affected communities, and construction of ‘peace dividend’ socio-economic initiatives based on community prioritization.
