Third party monitoring for cash for work and unconditional cash in Gedo and Lower juba regions for ACTED in April 2015 to July 2015

ACTED in partnership with SADO implemented two Safety Net projects- conditional and unconditional cash transfer projects through the funding of ECHO and OFDA in Elwak, Bardhere and Kismayo districts. The beneficiaries were selected from 10 villages with varying activities implemented in each village across Elwak and Bardhera districts, some of project activities include waste management and disposal, rehabilitation of water bans and digging dump sites. The project was also implemented across 12 locations in Kismayo including five IDP settlements. ResearchCare selected 10 sample locations from the 22 projects sites based on population density and accessibility. The overall target beneficiaries for the both OFDA and ECHO funded projects in Gedo and Lower Jubba regions were 4170 and a sample population of 522 selected for the interview. The monitoring team visited the project locations in Kismayo and El Waq in June 2015 to verify two cash transfer programs in Gedo and Lower Jubba regions.

The objective of the monitoring was to provide an independent and objective assessment of the project in regards to quality of the activities being implemented. The third party monitoring was to determine: (1)Fair targeting in meeting the established criteria; (2)Delivery of cash transfers as planned in terms of timing, conditions and amount and (3)Security conditions for beneficiaries (taxation issues in particular).
