Evaluation of the European Union’s humanitarian interventions in the Horn of Africa, 2016-2020

The objective of the field missions is to feed into the combined evaluation of the European Union’s humanitarian interventions in the Horn of Africa, 2016-2020, and DG ECHO’s partnership with the International Committee of the Red Cross. It will directly contribute to the retrospective evaluations to be presented as part of the Final Report.  The countries for the field mission and case study topics were selected during the Inception Phase in agreement with DG ECHO. the objectives of the field mission to Ethiopia, Uganda and Somalia. The objectives of the field missions to Uganda, Ethiopia and Somalia are to:

  • Explore specific features and mechanisms of DG ECHO’s intervention in the HoA region and their contribution to DG ECHO’s overall achievements in the region;
  • Engage directly with local actors and beneficiaries to ensure their voices are reflected in the evaluation and explore their involvement in and satisfaction with DG ECHO’s interventions;
  • Observe the context in which DG ECHO interventions take place;
  • Complement the information gathered through the previous phases with more in-depth evidence; and,
  • Conduct regional field missions (in country and remote) with case study to identify key synergies, challenges, and emerging opportunities, and to enhance the effectiveness and efficiency of DG ECHO interventions in the region.
