The third-party monitoring was conducted between January and March, 2016 on cash transfer projects that was implemented in Gedo and Lower Jubba regions. ACTED in partnership with SADO implemented conditional and unconditional cash transfer projects through the funding of ECHO and GAC in Elwak, Bardera and Kismayo districts with a target population of 3,404 households. The third party monitoring was undertaken to provide an independent and objective assessment of the project activities that was implemented. This was aimed to determine: (i) how the selection of beneficiaries was done and whether it followed the established criteria; (ii) timeliness of cash delivery and amount received by beneficiaries and; (iii) security conditions for beneficiaries (taxation issues in particular). The study adopted a mixed design methodology which incorporated both qualitative and quantitative techniques in data collection and analysis. Quantitative data was collected from a sample of 352 households surveyed. This was complemented by qualitative method comprising of six focus group discussions, 17 key informant interviews and researcher’s observations. The data was collected from Elwak town, Jimbile, Kamrasido and Darasalam settlements of Elwak district in Gedo region and Calanley, Shaqalaha, Fanole, Gulwade and Farjano in Kismayo town.
